Codes ok 029 cdes ed 2. All-Russian classifiers assigned to the Ministry of Economic Development of Russia

The All-Russian Classifier of Types of Economic Activities determines the functioning codes of business entities that produce and sell products, as well as provide services.

Types and scope of their application

Until the beginning of 2017, there were three classifiers of economic activity in Russia, each of which was characterized by its application under certain characteristics of the business entity and the prevailing business circumstances.

OK 029-2001 was put into effect in 2000. Its use is relevant when conducting legal events between entities.

OK 029-2007 is used in a narrow field related to the collection of statistical information by government organizations. This version of the classifier is not used by commercial companies.

OK 029-2014 operates at the level of the first version of the document. The legislation does not regulate standards that determine when and which version must be applied to a business entity.

State authorized bodies determined by default that companies must record their business activities according to the classifier by which the registration procedure with the Tax Service was implemented. At the same time, there is no obligation to re-register activity codes to their new edition.

OKVED (OK 029-2014 (NACE rev. 2)) applies:

  • when preparing documentation regarding the registration of legal relations between subagents;
  • when carrying out registration actions with the Federal Tax Service;
  • when preparing accounting, statistical and tax reporting.

Regulatory legal acts allow and encourage the conduct of several areas of activity by business entities.

Therefore, when operating in several directions, companies have the same number of codes. One of them is the main one, and the rest are additional.

How to make changes

The OKVED code is recorded in all registration, constituent and statutory documents. Therefore, when changing the type of activity, the business entity must make corrective amendments to all company documentation.

All organizations of authorized bodies provide a special application form for amendments to the document. The event must begin by making changes to the statutory and constituent documentation, and only upon completion should an application be submitted to the Tax Service, the Social Insurance Fund and statistics.

Correction of information reflected in documents of authorized bodies is possible only if providing:

  • passport and identification number of the business manager;
  • an extract from the register, drawn up no later than a month before contacting the organization;
  • constituent and statutory documentation;
  • certificates of state registration;
  • decisions on intentions to adjust activities;
  • receipts for payment of the state fee for carrying out a legal transaction related to making changes to the register.

Carrying out registration actions

After making a decision to conduct business activities, it is necessary to decide on the planned type of business and compare it with the data of the latest version of the classifier.

When opening a legal entity or individual entrepreneurship, it is necessary to go through the identification procedure at the Tax Service to complete the activities related to the legalization of the business.

To do this, in a special form you need to reflect information about the new company indicating OKVED. An encoding incorrectly reflected in the documentation may be reason for refusal in tax registration due to the discrepancy between the declared economic activity and the actual result.

Upon successful registration, despite the incompetent completion of the section indicating the form codes, you should expect increased attention to the functioning of the company from the authorized bodies, which may result in penalties for providing false information during the next inspections.

When submitting an application for registration to the Tax Service, indicating in it the type of activity that falls into a category that requires confirmation of the possibility of its implementation, without documents confirming this fact, the entrepreneur will be denied registration.

The law provides for certain legal relations between companies and the Social Insurance Fund. When registering with an organization, as well as when exchanging information related to insurance issues, it is imperative to indicate all current company codes.

Codes in reporting

The entrepreneurial activity of the subject is in direct communication not only with counterparties, but also with all authorized bodies, cooperation with which implies the presence of feedback in the form of reporting on the process and results of management activities.

In the approved reporting forms, in order to identify the economic profile of a legal entity or individual entrepreneur, a section of classifier codes for types of economic activity is provided.

Sample

The structure of OKVED is identical to similar European classifiers, the decoding of which allows you to find out expanded information about the enterprise.

The structure of the code should be considered from the first digit from left to right, each of which clarifies the characteristics of the previous value.

  1. General type of activity.
  2. Features of the segment in the economy of the Russian Federation.
  3. Business profiling.
  4. Type of product manufactured or service provided.

To find a code corresponding to economic activity in the classifier, necessary:

  1. Determine the main type of activity and find the corresponding section in the document, identified in Latin letters. It is worth noting that each of them classifies a specific field of activity.
  2. Select a suitable group that determines the direction of the area of activity.
  3. Definition of a subgroup identifying the type of product produced or service provided.

The legislation of the Russian Federation does not provide for any prohibitions regarding the indication of types of activities that the company is not currently engaged in. In this case, they should be designated as additional codes.

If problems arise in identifying the separation of primary and secondary codes, you should rely on the percentage of profit received from each type of activity.

Not all types of economic activity are available for free implementation. Some of them require licenses and permits to carry out work. Therefore, correct indication of the code of economic activity of a business entity allows for a prompt check by the authorized bodies of the entity regarding the legality of the business.

    OK 029-2001 (OKVED) (NACE Rev. 1)

    Russian Classification of Economic Activities

    Preface

    DEVELOPED

    Ministry of Economic Development and Trade of the Russian Federation, Center for Economic Classifications

    PRESENTED

    Ministry of Economic Development and Trade of the Russian Federation

    Scientific and technical department of Gosstandart of Russia

    ADOPTED AND ENTERED INTO EFFECT

    OKVED uses a hierarchical classification method and a sequential coding method. The code for groupings of types of economic activity consists of two to six digital characters, and its structure can be presented as follows:

    XX. - Class;

    XX.X - subclass;

    XX.XX - group;

    XX.XX.X - subgroup;

    XX.XX.XX - view.

    To ensure compliance of OKVED code entries with NACE Rev. 1 code entries in OKVED codes, a dot is placed between the second and third characters of the code. If there are additional levels of division compared to NACE Rev. 1, the dot is also placed between the fourth and fifth digits of the code.

    Sections and subsections have been introduced into the classifier, by analogy with NACE Rev.1, while preserving their letter designations.

    For example:

    Section D Manufacturing
    Subsection DA Production of food products, including beverages, and tobacco

    Food production, including beverages

    Production of meat and meat products

    Meat production

    Production of meat and food by-products of cattle, pigs, sheep, goats, equines

    Production of plucked wool, raw hides and skins of cattle, equines, sheep, goats and pigs

    Production of edible animal fats

    Production of non-edible by-products

    As classification characteristics of types of economic activity, OKVED uses characteristics that characterize the field of activity, production process (technology), etc. As an additional feature (within the same production process), the attribute “raw materials and materials used” can be highlighted.

    An example of using the classification characteristic “field of activity”:

    Section A Agriculture, hunting and forestry

    Section C Mining

    Section I Transport and Communications

    Land transport activities

    Water transport activities

    Air transport activities

    Auxiliary and additional transport activities

    Postal and courier activities

    An example of using the classification characteristic “production process”:

    Subsection SA Extraction of fuel and energy minerals

    Extraction of hard coal, brown coal and peat

    Mining, beneficiation and agglomeration of hard coal

    Coal mining

    Open pit coal mining

    Underground coal mining

    In accordance with international practice, OKVED does not take into account such classification characteristics as the form of ownership, legal form and departmental subordination of business entities, and does not distinguish between domestic and foreign trade, market and non-market, commercial and non-commercial types of economic activity.

    Classification of activities for the installation and (or) assembly of building elements and equipment necessary for the operation of buildings, in accordance with international practice, is carried out in group 45 “Construction”. For example, installation and installation of heating and ventilation equipment, elevators and escalators, electrical equipment, electrical, gas and water supply systems, window and door units, etc.

    Classification of activities for maintenance and (or) repair of instruments, equipment, machinery, equipment, vehicles, etc. is carried out in groups that reflect the production of these products, with the exception of maintenance and (or) repair of motor vehicles and motorcycles (groups 50.2 and 50.4), household products and personal items (group 52.7), office machines and computer equipment (group 72.5).

    Descriptions of OKVED groupings with codes of up to four characters inclusive in terms of the scope of concepts correspond to the descriptions of similar groupings NACE Rev.1. When detailing groupings with four-digit codes, descriptions of them are either not given (if the descriptions of lower-level groupings in the aggregate correspond to the scope of concepts of the description of a four-digit grouping), or are not given in full and contain part of the description that applies to all lower-level groupings.

    The construction of individual OKVED groupings has the following features.

    When using OKVED to classify activities performed for remuneration or on a contractual basis, these activities should be considered as the activities of business entities producing the same products or providing services at their own expense. At the same time, there are two main types of activities of economic entities carried out for remuneration or on a contractual basis:

    Performing work according to customer documentation, when the contractor provides the subcontractor with all the technical documentation necessary for the production of the ordered products. For example, in metallurgical production (forging, cutting, stamping, casting);

    Execution of work to order, when a subcontractor undergoes a certain processing on an object supplied by the contractor. Such objects may include raw materials, machine parts, machined parts, etc. Custom work may include metal processing, preparing fruit for canning, etc.

    The activities of business entities selling on their own behalf products produced on their order at other enterprises are classified in section G (wholesale and retail trade). When business entities play a significant role in the design and development of products (provide the contractor with technical, technological, design documentation necessary for production; transfer know-how, patents, etc. to the contractor, that is, they actually stimulate the production of products that are fundamentally new to him ), take on the risk associated with production (they are the owners of the raw materials and materials from which the products are made; they rent or lease the necessary equipment, technological devices, etc. to the contractor for the duration of the order), and the volume of production of these products during the year constitutes at least 50% of the products of this type in the enterprise as a whole, their activities are classified as if these products were produced by the business entity independently.

    OKVED is maintained by the Russian Ministry of Economic Development.

    When maintaining OKVED, the Ministry of Economic Development of Russia interacts with VNIIKI of the State Standard of Russia.

    The organization for mandatory approval of draft amendments to OKVED is the State Statistics Committee of Russia.

    Categories

    The All-Russian Classifier of Types of Economic Activities (OKVED) is a list of special codes that are used by legal entities and individual entrepreneurs to conduct business activities. The codes are systematized into groups depending on the field of activity of the enterprise, as well as the type of production or services provided. The codes are chosen by the entrepreneur independently and recorded by the state registrar. The number of codes used to designate the activities of one enterprise is unlimited and may vary depending on changes in the type of activity.

    Using the OKVED classifier, data on types of activities are encoded, which greatly simplifies the collection and structuring of statistical information for each of them. In addition, the OKVED classifier allows you to assess the real capabilities of entrepreneurs and select the appropriate tax regime.

    Please pay attention to the following! Throughout 2016 until January 1, 2017, for state registration of legal entities and individual entrepreneurs, OKVED OK 029-2001 (NACE rev. 1) is used, which is presented on this page. OKVED-2 OK 029-2014 (NACE rev. 2) was approved by the new order of Rosstandart dated January 31, 2014 N 14-Art. and comes into force only on January 1, 2017.

    To register any company, you need to select OKVED codes. Based on the field of activity, first select a section, then a subsection, then a class, subclass, group, subgroup and the specific type itself.

    Necessary take into account some important points such as:

    • The selected OKVED code must consist of at least 4 digits, in other words, be a group (XX.XX), subgroup (XX.XX.X) or type (XX.XX.XX). This rule came into force on 06/04/2013.
    • You can specify an unlimited number of codes, but no more than 15-25 positions are recommended.
    • In registration documents, you must define one main code. The remaining codes will be additional.
